About Dr. Deann Collins

Dr. Deann Collins founded MonumentalEd LLC driven by her passion and interest in servant and transformational leadership. She is an educational leader who has worked in the field of education with Pre-K to 12 and postsecondary leaders and educators, policymakers and philanthropists for more than two decades. She is an expert in strategic planning, professional and leadership development, district and school improvement, equitable practices and instruction, systems thinking, organizing and coordinating the work of various teams and individuals to achieve measurable outcomes, and state agency policies and transformation. Coaching and building the capacity of adults is at the heart of her work.

Dr. Collins most recently served as the Deputy State Superintendent for the Office of Teaching and Learning at the Maryland State Department of Education (MSDE) where she led the department’s charge to accelerate student achievement. Most noteworthy was her leadership to develop Maryland’s first Pre-K to 3 Comprehensive Literacy Policy. She started her career as a teacher in Montgomery County, Maryland for Montgomery County Public Schools which is a large ethnically and racially diverse school community serving over 160 thousand students.  After serving as a teacher, she transitioned to different leadership positions that include a staff development teacher, Pre-K-12 school improvement specialist, assistant principal, principal, central office director and executive director to the Deputy Superintendent.

In addition, she managed the districts Federal funds for COVID-19 recovery efforts and Title I programs and the district’s general education early childhood programs that include Prekindergarten, Federal Head Start, and Prekindergarten Expansion grants that amounted close to 750 million dollars.

Dr. Collins received a Bachelor of Science degree in Education from the University of Maryland in College Park, Maryland, a Master’s degree in Education from Bowie State University in Bowie, Maryland, a post-graduate certification in Administration and Supervision from Johns Hopkins University in Columbia, Maryland, and a Doctorate in Educational Leadership from Bowie State University. She also holds certification as a superintendent in the state of Maryland. Additionally, she has served as an adjunct professor for American University in Washington, D.C. and McDaniel College in Westminster, Maryland.

Dr. Collins lives in Maryland where she enjoys serving as a mentor, reading, and going on nature walks.
